Los Angeles County, California property tax

What owner-occupants in Los Angeles County (population 9,757,179) report paying, measured by the Census Bureau, and the California law that decides how a bill is built.

Provisional This is a measured outcome, not a rate anyone is billed. Property tax here is levied by overlapping county, city, school and special districts, so two homes in Los Angeles County with the same value can owe different amounts. A levied county rate has not been collected yet.

Among the 56 California counties with a point estimate, Los Angeles County ranks 38 from the highest. The middle California county sits at 0.70%. Neighbouring ranks are often inside each other’s margin of error, so read a rank as a neighbourhood, not a position.

How this is measured

ACS 5-year median real estate taxes paid (table B25103) divided by ACS 5-year median value of owner-occupied housing units (table B25077), county-wide. This is a ratio of two independently estimated medians — not the median of the ratio, and not a rate any parcel is billed. It reflects the actual mix of overlapping districts, exemptions and assessment caps as experienced by owner-occupants, and it lags: a 5-year sample centres about two and a half years before its end date.

Layer 1 of the county property-tax corpus: a MEASURED baseline from ACS 2020-2024 5-year, not a published rate. No statutory rate, assessment ratio or exemption has been collected for these counties yet, so nothing here should be read as what a particular property would be billed.

Notes on California law

The denominator warning is the important one here. Published California county rates (1.000% to 1.248%) are levies over ASSESSED value; the ACS effective rate of roughly 0.70% is taxes paid over MARKET value. Both are correct and they measure different things — the gap is the Proposition 13 acquisition-value base, not any rate below 1%. Any comparison of California against a full-value state must state which base it is using, which is what the required `RateBase` field on every Rate exists to force. Tax Rate Area counts, which bear on how meaningless a single county-wide rate is: 13,197 in Los Angeles County for FY2025-26, and 62,028 statewide for FY2024-25. Those are different vintages and should not be presented as the same year. Two figures are recorded but not treated as established law: the statewide assessed-to-market ratio of roughly 0.62 implied by dividing the two published rates is arithmetic, not a published statistic; and the BOE does not state the formula behind its "average property tax rate", though the underlying table is titled for computation of exactly that, so the definition is inferred rather than quoted.

Sources & Trust

Each source is rated by what published it. The Census is authoritative about what households reported and silent about any rate, which is why it sits at tier 2.
